The Mahila Samman Savings Certificate (MSSC) is a special savings initiative launched by the Government of India to support the financial well-being of women and girl children. The scheme provides a secure investment avenue with guaranteed returns for a short duration.
Originally introduced through Post Offices from April 1, 2023, the scheme was later extended to Public Sector Banks and selected Private Banks following a government notification issued on June 27, 2023. The scheme is available for enrollment until March 31, 2025.

Scheme Overview

Deposit Conditions
- Account opening permitted till 31 March 2025
- Minimum deposit requirement is ₹1,000
- Deposits must be in multiples of ₹100
- Only a single deposit is allowed per account
- Combined investment across all accounts cannot exceed ₹2 lakh
Interest Earnings & Maturity
- Interest is compounded every three months
- The account matures exactly two years from the opening date
- Maturity proceeds are paid to the account holder
- Final amounts are rounded off as per official rounding rules
Note: Any account not opened in accordance with scheme guidelines will earn interest at the Post Office Savings Account rate.
Withdrawal Guidelines
- Up to 40% of the eligible balance may be withdrawn
- Withdrawal is allowed once after the completion of one year
- Withdrawal must be made before account maturity
- For minor accounts, withdrawals are handled by the guardian
Eligibility Requirements
- Applicant must be an Indian national
- Only women and girl children are eligible
- No age restriction applies
- Minor accounts can be opened by a parent or legal guardian
- Only single-holder accounts are allowed
Multiple Account Rules
- Individuals may open more than one account
- A three-month gap is mandatory between accounts
- Total deposits must remain within the ₹2 lakh limit
Rules for Early Closure
Early closure of the account is allowed under limited circumstances:
Without Interest Reduction
- Death of the account holder
- Severe medical emergencies
- Death of guardian (for minor accounts)
With Interest Penalty
- Allowed after six months for other reasons
- Interest will be paid at 2% less than the scheme rate

- Visit a Post Office or authorised bank branch
- Obtain and complete the MSSC application form
- Provide nomination and declaration details
- Attach necessary documents
- Submit the form along with the deposit
- Receive the certificate confirming the investment
